The sheer scale of the Government plans to allow police and security agencies access to every communication by every citizen may be an unlawful invasion of the right to privacy, according to the Equalities and Human Rights Commission (EHRC). The warning came as a former police leader said the plan, which will cost the public £200 million a year, was “fraught with danger” and a “massive state intervention” in to people’s lives. Sir Chris Fox, the former president of the Association of Chief Police Officers (Acpo), said the proposals were “not appropriate in a free country”. The Coalition is facing an intense backlash over plans to force communications providers to record and store every activity of their customers for at least a year. It is to allow police and intelligence officers to monitor who someone is in contact with and the websites they visit, although the content of communications will not be accessed.
